I was just considering creating the exact same thing - web based version of Uplink, when I stumbled across your project. Since the project is not public, I may still work on this.. but it would be much more efficient if you had others to help you out. To make hacks take longer, make them require more skills. Have the ability to run nmap scans (or similar). Pull in some vulnerabilities every now and then.
